Federal Tax Incentive
As of January 1, 2009, all solar electric and solar thermal installations are eligible for a 30% federal tax credit on the net cost of your system. This federal tax incentive, combined with the PA Sunshine Program rebate, can cover up to 60% off the total installed cost of your system.
PA State Rebate
The Pennsylvania Sunshine program offers rebates to residences and businesses for the installation of solar electric and solar thermal systems installed by a program-approved installer. A total of $100 million, funded through state bonds, is available for the duration of the program. The Department of Environmental Protection (DEP).
Note: Incentive applications must be submitted on behalf of the applicant by a PA Sunshine program-approved installer.
As of July 16, 2010, incentive levels and other PA Sunshine program rules are as follows:
- Residential PV: $1.25/W for systems of 1-10 kilowatts (kW). Systems larger than 10 kW are still eligible, but incentives are limited to the first 10 kW.
- Small Business PV: $0.75/W for systems of 3-10 kW; $0.50/W for next 90 kW; and $0.25/W for next 100 kW. Systems larger than 200 kW are still eligible, but incentives are limited to the first 200 kW.
- Solar Thermal: 25% of installed system cost, with maximum of $2,000 for residences and $20,000 for small businesses
- Low-Income (PV and Solar Thermal): 35% of installed costs (the maximum rebate authorized by the enabling legislation).

PA Solar Lease Program
The PA Solar Lease Program was launched in June of 2010. It has grown exponentially in popularity each month since then. By using the PA Solar Lease Program to pay for your PV system, you will be able to take advantage of an even larger PA Sunshine rebate. Additionally, the lease company, AFC First, is able to take the 30% tax credit on the cost of the system and pass the savings on to you.
You pay a flat rate, which is usually close to the amount you were paying in electricity, for 15 years. That means even when the electric company hikes up their utility rates, you still pay AFC First the same amount each month, because your electricity will be generated by clean, renewable, solar electric panels. After year 15, you may choose to take down the solar panels and send them back to AFC First, purchase the system at the current fair market value, or continue leasing for another five years at a reduced rate.
